Your ex probably just wanted the undies as a trophy or for "private" activities. Boys are like that.
99% of casting a spell on someone else only works because the person believes in it. For example if you were told that someone cast a bad luck spell on you, you would start chalking up every little annoyance to the spell. You drop your keys? Its the magic. You stub your toe? Magic.
